8/4/88 <br />19 <br />criteria: <br />a. that the site is located on the cable system so that <br />upstream cablecasts from 5 video channels can be accommodated, <br />b. that the site can be accessed by users during weekends and <br />on vAAlrniaht.. <br />C. that parking and security are adequate, <br />d. that the site is located conveniently to res:.dents in the <br />'Len -city area. <br />The Woodhill studio and facility will be considered to remain <br />as the main facility. <br />Should a new site for a facility be located, Cable TV North Central <br />would have to provide upstream channel activation, and switching <br />equipment to route the signals from the public access, religio:is <br />access, special needs access, discrete public access and community <br />bulletin board channels from the new site to the subscriber system. <br />The Commission will present the need for equipment changes at this <br />time to Cable TV North Central and will seek to accelerate the <br />convany's proposed schedule for capital expenditures in 1991-95. <br />C. human Resources <br />The non-profit corporation Board will hire an executive director <br />who will be responsible for the daily activities of community <br />access. The executive director will propose positions, job <br />descriptions, and salaries to the Board for its approval and will <br />hire persons to fill those positions. Such proposals will be based <br />on the following: <br />1. the goaln for a successful community access operation, <br />2. the performance indicators that will be used to evaluate <br />the corroration's performance, <br />3. the guidelines for resource aliocation, and <br />4. the current staff complement at Cable TV North Central. <br />The Commission feels quite strongly that the staff is the key to <br />community access development, and that salaries for positions <br />should be established for the purpose of attracting, supporting and <br />retaining quality individuals. <br />D. Operating Funds <br />1. The Commission will order the annual transfer of funds <br />to support community access from Cable TV North Central to the <br />non-profit corporation in the amount equal to original commitment <br />of funds for access program support and as incorporated into the <br />member cities' franchises.
