MEMO TO: Clerk -Administrator and City Council <br />:ROM: City Planner Herman <br />DATE: August 31, 1988 <br />SUBJECT: CONSIDERATION OF PRELIMINARY PLAT FOR ROSENQUIST <br />HOMESTEAD <br />On July 11, 1988, the City Council, in Resolution No. 2353, <br />approved a minor subdivision for W. E. Rosenquist at 8380 Spring <br />Lake Road. In subsequent correspondence with the applicant's <br />daughter, Lorraine Bonin, it was found that the County would <br />prefer that the minor subdivision become a major subdivision. <br />_Wherefore, sttached you will find a preliminary p <br />lat of the <br />Rosenquist Homestead. The cuintion the of this plat or subdiviss exactly <br />the same as that already approved <br />resolution. <br />Because I am unfamiliar with the process for changing this minor <br />subdivision into a major subdivision, I would like your thoughts <br />on this issue. The issues are as follows: <br />1. Should this preliminary plat go before the Planning <br />Commission and then the City Council, or can it be <br />approved per the City Council. It would seem that because <br />the Planning Commission has already reviewed the <br />configuration of lots, and in fact the City Council also, <br />that we could go to the City Council without going through <br />the Planning Commission. As per Chapter 42 of the Municipal Code, a preliminary plat would require a public <br />hearing which I would like to schedule for the 26th of <br />September. <br />2. The other issue is the fees associated with <br />hhpr cessinge <br />the subdivision. Originally, the applicant <br />paid <br />$75.00 administrative fee. should we be requeting an <br />additional $75.00 from the applicant to process <br />preliminary plat? Regardless of the process the City <br />should take in processing ;tff <br />his subdivisicn request, roovals <br />would recommend that it be approved per previous app <br />c£'the Planning Commission andthe <br />City Council blit asks <br />l processing <br />direction from the Council regarding <br />of this subdivision. <br />Should you have any questions, please let me know. <br />KH/BAC <br />
