March 1, 1988 House of Representat Ives research <br />suggests that although 61 parcent of the state revenue is collected <br />ArC:n Hills <br />in the metropolitan area, only e6 percent is returned to th, <br />metropolitrn area, and this disparity is growing at about two <br />Falcon Heights <br />percent per year; and, <br />Gem Lake <br />WHEREAS, March 15, 1988 House of Ropresentativez research <br />indicates that property tee payers (at all income levels) in the <br />Lauderdie <br />Twin Cities metropolitan area pay higher property taxes than <br />property taxpayerw (at all income levels) outstate; and <br />Little Canada <br />WHEREAS, =any outstate needy people have relocated to the <br />Ntavle,.00d <br />metropolitan area; and <br />Mounds View <br />WHEREAS. pLior state attempts at tax reform have re -distributed <br />dollars to geographic areas as opposed to individuals in need; and <br />New Brighton <br />WHEREAS, redistributed state dollars should be received by <br />North Oaks <br />those in need, and not just redistributed to geographic areas and <br />all those living in those areas; and <br />N. St. Paul <br />WHEREAS, the poet of living in the %etrcpalita% area is much <br />Ramsey County <br />higher then outstate, and these costs are reflected in higher <br />property taxes, and <br />Roseville <br />St. Anthary <br />WHEREAS, the higher living costs within the metropolitan arua <br />increases the burden to the taxpayer, local governments and school <br />St. Paul <br />districts to deliver equal services, and are compounded by higher <br />property taxes paid by retropolitat, properties; and <br />Shoreview <br />WHEREAS, a further shift of resources limits the ability of the <br />Vadnais lieights <br />metropolitan cities to provide and to maintain the necessary <br />infrastructure and services already existing; in urban and outstate <br />White Bear Lake <br />cities; tnd, <br />Wf,ite8evlownshiP <br />WHEREAS, the higher housing costs in the eetropolitan area <br />increase the burden o° local governments and school districts to <br />deliver equal services, and would be compounded by higher property <br />taxes paid by metropolitan properties; <br />NOW, THEREFORE, BE IT RESOLVED by tha members of the Ramsey <br />County League of Local Governments that the Minnesota Legislature <br />take legislative acticn that will eliminate any further shift of <br />resources from tie ritropolitan area. <br />BE IT FURTHER RESOLVED that state aid be targeted to those in <br />need, rather than those who simply reside in a geographic area. <br />BE IT STILL FURTHER RESOLVED that the Legislature provide total <br />state financial support to pay for mandated welfare and social <br />service casts incurred by counties, cities and school districts. <br />Adopted by the Ramsey County League of Local <br />Governments this 19th day of October , 1988. <br />President Vice President <br />J <br />
