t <br />RESOLUTION NO. 2410 <br />PAGE FIVE <br />WHEREAS, it seems unlikely that the water will to the water table or aquifier; and infiltrate <br />WHEREAS, it has been determined that the total natural <br />flood storage capacity of the wetland will fall below the <br />Projected volume of run-off from the developed wetland watershed <br />generated by a six-inch rainfall in 24 hours; and <br />WHE, <br />dhe evelopmentEwilllnot acause nthe ttotal Qnatural d that tphc stripping <br />capacity of the wetland to fall below the projected <br />us <br />production from the whole developed wetland watershd phosphorus <br />watershed; and <br />WHEREAS, it his recognized that the lowest floor elevation <br />will be two feet above the elevation of the adjacent wetland <br />boundary. <br />NOW, THEREFORE, BE IT RESOLVED that the City Council of <br />the City of Mounds View approves the variance request from the <br />100 foot setback. <br />BE IT FURTHER RESOLVED that the City Council approves the <br />wetland alteration permit to allow for working within a wetland <br />zoning district contingent upon the following: <br />1) The developer confirm in writing that there will not <br />by any disposal of dredged material on site. <br />2) The developer confirm the easements or deeding of <br />public spaces to the City in accordance with Chapter <br />48.05, Subdivisions 3 and 4. <br />3) The developer submit a plan illustrating the <br />boundaries of the work areas an3 that these boundaries <br />be the minimum necessary to complete the proposed <br />work. <br />4) The developer place silt fences and hay bales as <br />erosion control measures along all boundaries of the <br />existing wetland and the work area. <br />5) The developer present the City with a maintenance <br />schedule for the on -site storm water ponds. <br />Adopted this 14th day of .;ovei,ioer, 1988. <br />ATTEST: <br />Mayor <br />(SEAL) <br />(:leak -Administrator <br />
