MEMO TO: Clerk -Administrator and City Council <br />• FROM: City Planner Herman <br />DATE: November 16, 1988 <br />SUBJECT: REVIEW OF MCDONALD'S ADDITION <br />in the Planning Commission packets for the November 2 meeting, <br />you received a site plan showing a proposed addition. The <br />discussion by the Planning Commission centered on the concept of <br />administrative review. <br />The Staff memo regarding this issue brought u;• the problem that <br />there are no provisions in the Code for administrative review. <br />The current City polic- is that any addition or commercial <br />property must go through a formal review process with both the <br />Planning Commission and City Council. There is no distinction in <br />the process between smaller and larger additions. City Staf4 <br />would like to have authorization to approve smaller iter..s likv <br />this one using Chapter 40 and the State Building Code as cu:Sceria <br />for review•. The Planning Commission discussed this ma+:ier :. ' <br />felt that issues of this size or impart could be administratively <br />approved. The Planning Commission felt that they and the City <br />Council should be notified of the administrative review before <br />CID the approval so that i! may be requested by any party to have it <br />formally reviewed by both groups. <br />It has been suggested that this practice, if acceptable to the <br />Council, be approved by resolution to provide for continuity in <br />application of the policy. Staff would recommend that you allow <br />approval of the McDonald's addition which does meet all building <br />and Zoning Code requirements. Further, Staff would request <br />direction as to the idea of administrative review and approval <br />for smaller additions of this type. <br />KJH/BAC <br />W <br />
