A 20-mamber <br />Property Tax Coordinating Committee has been organized by the <br />League for the purposes of researching property tax issues and <br />developing a joint, unified property tax proposal to be recommended <br />to the legislature during the 1989 legislative session. I hope we <br />can count on all cities to support this policy development process. <br />Groups representing cities are undertaking this joint project in an <br />attempt to overcome past policy differences and thereby make a <br />anified contribution to next year's property tax debate. Although <br />major changes in the state's property tax laws were enacted earlier <br />this year, we anticipate that further ni.gnificant changes will be <br />needed next year. It is extremely important that cities work <br />together to shape those changes and insure that they are in the <br />bL,st interests of all cities a.nd property taxpayers. <br />The League Coordinating Committee is composed of representatives of <br />city constituency groups from both the metropolitan and Greater <br />Minnesota areas. Represented on the Property Tax Coordinating <br />Committee are: the City of Minneapolis, thr. City of Saint Paul, the <br />Minnesota Association of Small Cities (representing over 300 small <br />cities), the Coalition of Greater Minnesota Cities (representing 45 <br />cities outside the metro area), the Association of Metronnli<_an <br />Municipalities (representing 66 metro cities), and the Municipal <br />Legislative Commission (representing 15 suburban metro cities). <br />The League and each city constituency group will be making a <br />41 significant financial contribution to this project. The law firm <br />of Briggs and Morgan has been retained to provide the Coordinating <br />Committee with research and computer services. Additional research <br />
