Mounds View City council <br />Regular Meeting <br />Mr. Koppy explained they will be getting permits from <br />both the Corps of Engineers and the City for the <br />wetlands and will be meeting the conditions of both <br />groups. He further explained that once the EAW is <br />received by th-. Minnesota Environmental Quality <br />Board, that will set up the time table, and it <br />would be at least 30 days before it would come back <br />to the City for any action or decision. <br />Motion/Second: Hankner/Blanchard to receive the <br />Environmental Assessment Worksheet with the addition <br />of noting the park land adjacent to the site, and <br />authorize submittal to the Minnesota Environmental <br />Quality Board for review and comment. <br />5 aves 0 nays <br />City Planner Herman explained she anticipates <br />receiving information from Barr Engineering on <br />Friday, so she would recommend any informational <br />meeting be held after that date. <br />Motion/Second: Linke/Wuori that if the Planning <br />Commission is willing and able, there will be a <br />joint meeting of the City Council and Planninq_ <br />Commission on October 19 at 6:30 PM, to be an <br />informational meeting on this project. <br />5 ayes 0 nays <br />Clerk/Administrator Pauley advised Staff would <br />publicize the meeting to the best of their <br />ability. It will be caole cast, and word of mouth <br />would be very helpful also. He also assured <br />Ms. Ayaz that a packet of all available information <br />would be personally delivered to her home first <br />thing in the morning, so that she could begin her <br />review. <br />Clerk/Administrator Pauley reported the Council had 12 <br />previously authorized Staff to begin negotiations <br />with the owner of 8100 Groveland Road for the <br />purchase of his property. He stated the City's <br />appraiser has placed the value at $38,000 for the <br />entire parcel, but Mr. Hurley, attorney for the <br />owner, Julian Johnson, has untcr cffer.d at <br />$45,000, which is not negotiable. fie stated funds <br />would be available from the Silver Lake Woods <br />account. <br />Attorney Karney advised the costs of condemna- <br />tion could be quite high and he would not <br />recommend that alternative.
