Item No: 08H <br /> MOUNDS VIEW Meeting Date: April 14, 2025 <br /> Type of Business: Council Business <br /> City Administrator Review: <br /> City of Mounds View Staff Report <br /> To: Honorable Mayor and City Council <br /> From: Nyle Zikmund, City Administrator <br /> Item Title/Subject: Public Hearing: Consideration of Resolution 10084, Approving a <br /> Chicken-Keeping License Request from Leigh Bravo, 8471 Fairchild <br /> Avenue <br /> Introduction: Chapter 90.005 of the Mounds View Code allows limited and controlled <br /> raising and keeping of chickens and/or ducks on properties zoned R-1, Single Family. Leigh <br /> Bravo has applied to raise and keep chickens on his property. <br /> Discussion: The applicant, Leigh Bravo, has applied to raise and keep chickens on his <br /> property located at 8471 Fairchild Avenue. The City Code allows up to twelve chickens at <br /> one time and requires that backyard areas within which the chickens roam be fenced. Mr. <br /> Bravo has indicated that he plans to raise and keep 4-6 chickens at this time. In addition <br /> to the enclosed coop and run, Mr. Bravo has also indicated that the entire backyard is <br /> enclosed with a wooden privacy fence. Also, the chicken coop will meet the City Code <br /> requirement of a minimum of 20 feet from all property lines. <br /> In accordance with Chapter 90.0005, initial applications shall be considered by the City <br /> Council after holding a public hearing. Approval of renewal applications are done <br /> administratively unless the City has received substantial complaints or related violations <br /> have been documented during the previous year. <br /> As required, staff has published a public hearing notice in the April 2, 2025, edition of the <br /> Pioneer Press, the City's official newspaper. In addition, as required, notices were mailed to <br /> residents within 350 feet of the subject property. <br /> It appears Mr. Bravo meets all requirements of Chapter 90.005. <br /> Mr. Bravo has indicated that he will be present at the City Council meeting/public hearing to <br /> answer any questions you may have. <br /> This is an annual license and will expire December 31, 2025. <br />
