Item No: 08J <br /> MOUNDS Virw Meeting Date:04/14/2025 <br /> lJ�V1J 1.�� Type of Business: Council Business <br /> Administrator Review: <br /> City or Mounds View Staff Report <br /> To: Honorable Mayor and City Council <br /> From: Ben Zender, Chief of Police <br /> Item Title/Subject: Resolution 10086, Authorizing the Purchase of One Dual <br /> Purpose Police K9 and to Attend the TAC 21 Patrol Dog <br /> Certification Training to Replace K9 Ace who is being <br /> Medically Retired. <br /> Introduction: <br /> The Police Department needs to replace K9 Ace following an unscheduled and <br /> unexpected medical retirement. This replacement is necessary to the Mounds View <br /> Police Department and the MVPD K9 Program in order to maintain two canine teams. <br /> Discussion: <br /> The department is requesting the purchase of one dual purpose police canine and to <br /> attend TAC 21 police canine training through MN Canine Consulting LLC. MN Canine <br /> Consulting LLC are the canine trainers we currently use. The police department <br /> currently has two working canine teams (K9 Grizz & Sgt. Schultes and K9 Ace & Officer <br /> Aase). Due to reoccurring medical issues, K9 Ace needs to be medically retired. K9 Ace <br /> was acquired in the Spring of 2022 and completed TAC 21 patrol dog certification <br /> training in the Summer of 2022. <br /> Since then, K9 Ace has had reoccurring medical issues related to his elbows. The <br /> medical issues have been addressed through surgery and shots; however, these have <br /> not corrected the underlining problem. I discussed this situation with veterinarians who <br /> have treated K9 Ace and I reached out to subject matter experts in the police canine <br /> field as well. In the best interest of the City of Mounds View, the Mounds View Police <br /> Department, the MVPD K9 program, and K9 Ace, I made the decision to medically <br /> retire K9 Ace. This will occur in the fall of 2025. With that said, in order to maintain two <br /> canine teams, a replacement canine is needed. <br /> The responsibility, ownership, and liability of K9 Ace will be transferred from the City of <br /> Mounds View to his current handler Officer Alex Aase. The City of Mounds View will <br /> then assume responsibility, ownership, and liability of the new canine. <br /> The purchasing cost for a replacement canine is approximately $12,500 and we will be <br /> using MN Canine Consulting LLC to select and purchase the canine. The purchasing <br /> cost of the TAC 21 police K9 training is approximately $6,000. The total purchasing cost <br /> for the one dual purpose police K9 and TAC 21 patrol dog certification is approximately <br /> $18,500 from Account 480-4200-3630 (Public Safety Aid Fund). <br />
