Item No: 08F
MOUNDS VIEW Meeting Date: April 14, 2025
Type of Business: Council Business
City Administrator Review:
City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Nyle Zikmund, City Administrator
Item Title/Subject: Public Hearing: Consideration of Resolution 10082, Approving a
Chicken-Keeping License Request from Shannon and Miles Och,
2665 Sherwood Road
Introduction
Chapter 90.005 of the Mounds View Code allows limited and controlled raising and keeping
of chickens and/or ducks on properties zoned R-1, Single Family. Shannon and Miles Och
have applied to raise and keep chickens on their property in Mounds View.
Discussion
The applicants, Shannon and Miles Och, have applied to raise and keep chickens on their
property located at 2665 Sherwood Road. The City Code allows up to twelve chickens at
one time and requires that backyard areas within which the chickens roam be fenced. The
Ochs have indicated that they plan to keep and raise six chickens at this time. They have
also indicated that along with the coop and run, the entire backyard is enclosed with a
chain link fence with a height that varies from four to five feet high. The site plan submitted
indicates that the chicken coop will meet the City Code requirement of a minimum of 20
feet from all property lines.
In accordance with Chapter 90.0005, initial applications shall be considered by the City
Council after holding a public hearing. Approval of renewal applications are done
administratively unless the City has received substantial complaints or related violations
have been documented during the previous year.
As required, staff has published a public hearing notice in the April 2, 2025, edition of the
Pioneer Press, the City's official newspaper. In addition, as required, notices were mailed to
residents within 350 feet of the subject property.
It appears the applicants meet all requirements of Chapter 90.005.
The applicants have indicated that they will be present at the City Council meeting/public
hearing to answer any questions you may have.
This is an annual license and will expire December 31, 2025.
The Mounds View Vision
A Thriving Desirable Community
