These guidelines are concepts <br />that City could adopt to assist in beautifying <br />Fig? -way 10 and proviap for an identity of <br />Mounds View. In my opinion, none of the <br />guidelines should be controversial. The <br />guidelines can be phased in over time to a <br />greater or lesser degree depending upon the <br />resources of the City and property owners <br />adjacent to Highway 10. <br />Mounds View Trunk Highway 10 Deveiopmei,t <br />Framework Guidelines: <br />1. T.H. 10 should function as the City's main <br />street and project a positive and <br />identifiable jMMS for Mounds View. <br />2. To achieve that image and identity, major <br />gateways physically marking the entrances <br />to the community should be established at <br />the east and west entrances of T.H. 10. <br />3. Landscape, signing, and building material <br />guidelines should be established for the <br />areas adjacent to and part of the <br />corridor. <br />4. The corridor should be segmented into <br />identifiable management and use districts <br />with appropriate regulations aid invest- <br />ments to reinforce the differing but <br />coordinated districtir.g. <br />5. Landsca a ar,d li kiting harmony should be <br />ac:ieved over time with a coordinated <br />program of public investments in the <br />right-of-way and private investment <br />adjacent as development or redevelopment <br />ocGOrs. <br />
