Community Commercial District <br />Perhaps of greater importance is the concept <br />of the four development districts. These <br />allow for the continued growth of these areas <br />by emphasizing the type of development which <br />is to occur in each. District 4, the northern <br />end of Highway 10, is not as easily defined as <br />Lire others because of past conflicting City <br />policies. <br />The four districts are as follows: <br />1. Highway Commercial Hospitality District <br />2. Office Serivice Park District <br />3. Community Center District <br />4. West End District <br />Options for the West End District may include: <br />1. A mix of single and multiple family as <br />previously directed in the 1980 <br />Comprehensive Plan. <br />2. Protect the existing residential but <br />in -fill with neighborhood oriented <br />commercial. <br />3. Develop a highway oriented business <br />district which would elongate District 3 <br />to the City's western edge. <br />4. Develop a community commercial node within <br />the district but buffer area to <br />surrounding residential. <br />Chapter VI. Chapter 6 deals with the implementation <br />strategies for achieving the guidelines which <br />would be adopted by the Council. Assumedly, <br />the level of investment by the City will <br />determine the success of achieving the City's <br />development goals. This would seem most true <br />in the West End District where there are <br />substantial barriers to good development. <br />(014 <br />The following five actions would seem to be <br />the minimum action needed attain some of the <br />City's development goals. These items could <br />be done with minimal expenditures by the City. <br />
