PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />Regular Meeting <br />December 27, 1988 <br />Mounds View City Hall <br />2401 Hwy. 10, Mounds View, MN 55212 <br />The Mounds View City Council was called to order by 1. Call to <br />Mayor Links at 7:00 PM on Tuesday, December 27, 1988. Order <br />The Pledge of Allegiance was said. 2. Pledge of <br />Allegiance <br />MEMBERS PRESENT: Councilmembers Blanchard, Hankner, 3. Roll Cali <br />Wuori and Mayor Linke. <br />It was noted Councilmember Quick was absent. <br />ALSO PRESENT: City Attorney Meyers and Clerk/ <br />AdminnRF aEgator Paaley. <br />Motion/Second: Wuori/Blanchard to approve the Decem— 4. Approval of <br />f.. ber 12, 1988 minutes as corrected. Minutes: <br />December 12, <br />4 ayes 0 nays 1988 <br />Motion Carried <br />Public Works Director Minetor joined the meeting at <br />7.03 PM. <br />Ernie i.apore, 8300 Groveland, stated he had taken the 5. Residents <br />City to court and wcn the case, then on December 22 he Requests and <br />received a letter notifying him the case was baing Comments from <br />appealed, and he feels the process the City followed the Floor <br />was illegal. The City has not heard him unless he <br />himself has called the City. He stated he hopes the <br />Council runs the City and not one individual. <br />Mayor Links replied that since litigation is pending, <br />the Council cannot talk about it. <br />Mr. Lapore replied he is speaking of methodology, and <br />the City should be the driving force of the community, <br />not the City Attorney or Clerk/Administrator. He <br />stated he wDuld like documentation sent to him at his <br />address, which he will present to the court, of the <br />method versus the issue itself. He also requested a <br />certified letter stating what Chapter 40 of the City <br />Code is, and how he has abused it. <br />
