Q' Attachment B <br />- Delivery Specifications - <br />The specifications below describe the maiidatoty delivery <br />requirements for curbside recycling collection funded wholly or <br />in part by Ramsey County through the Public Health Department <br />(the "County"). These specifications also outline the roles and <br />responsibilities of the collection company (the "City <br />Contractor") hired by the City or its subcontractors (the "City") <br />and the operator ("Super Cycle") of the Ramsey County Recycling <br />Center (the "Recycling Center"). <br />Curbside collection activities funded by the County under <br />contracts with a City are required to deliver to the Recycling <br />Carter all of the glass and metals which are collected under said <br />contract. The glass and metal required to be delivered is <br />defined to include glass containers (green, brown and clear) and <br />the following metals: aluminum cans and foil, bi-metal beverage <br />cans, and tin-plated food cans. The following materials cannot <br />be delivered to the Recycling Center except by mutual agreement <br />by the City, the City Contractor, Super Cycle, and the County; <br />newspaper, cardboard, waste oil, car batteries, and other <br />materials not otherwise specified. Note that where Super Cycle <br />is also the City Contractor, no such agreement is necessary. <br />�- Materials shall be delivered to the Recycling Center between the <br />hours of 7:00 a.m. and 6:00 p.m., Monday through Friday, except <br />for the following holidays: New Year's Day, Memorial Day, July <br />4th, Labor Day, Thanksgiving, and Christmas. <br />Upon both arriving at and leaving from the Recycling Center for <br />the purpose of delivering materials, the City Contractor's <br />vehicle shall be weighed on the truck scale at the Recycling <br />Center. The truck scale can be operated only by a Super Cycle <br />employee. If no e-:ployee of Super Cycle is present in the area <br />of the truck scale or scale roor.., the City Contractor nust seek <br />out and notify an employee of his/her need to be weighed. Super <br />Cycle must complete the weighing within ten minutes of being <br />notified. Super Cycle must provide the City Contractor with <br />legible copies of both truck scale tickets and keep at least one <br />copy of each ticket for their own records, marking it with the <br />name of the City Contractor. Super Cycle shall not charge the <br />City Contractor for weighings connected to mandatory deliveries. <br />Under no circumstances shall the City Contractor honk their <br />vehicle's horn to notify Super Cycle of the need to be weighed or <br />for any other reason except emergency actions to warn pedestrians <br />or other drivers of their presence. The City Contractor shall <br />not create disturbances of any kind, nor shall they block ingress <br />or egress for any part of the Recycling Center including adjacent <br />It public roadways. <br />6 <br />
