r1 <br />U <br />MEMO TO: <br />FROM: <br />DATE: <br />SUBJECT: <br />MAYOR AND CITY COUNCIL <br />CLERK -ADMINISTRATOR J <br />JANUARY 5, 1989 <br />MUNICIPAL CODE CHAPTER 91 ENTITLED, "ANIMALS" <br />As you may recall, one of the results of the City survey <br />conducted during the spring of 19sH revealed a high level of <br />concern by the residents of the City of Mounds View on the <br />problem" in theoCity.i1mIn response toal control lthisefindingl,estaff <br />has reviewed Chapter 91 of the Municipal Code which <br />of anima <br />regulates the licensing and 'housing animals in the City <br />and developed amendments to the Code which we feel unitwill give <br />greater authority to the Police Department and Comm <br />well yas <br />Service Officer in the handling of p as sections <br />clarifying certain sections of our Cede and adding <br />that are felt to be necessary for adequately addressing the <br />issue of animal regulation. <br />This ordinance has been developed in concert with the Police <br />Department and Community Service officer and <br />reviewed by <br />ma <br />City Attorney Karney with changes being review <br />t is <br />suggestion. Staff would request tharCouncil the staff with <br />proposed changes to Chapter 91 and p e of staff that <br />any comments you might have.
