Subject: 1a:: Increment Financing <br />RecOmniendation: Althouch the actions of the 1986 Legislature <br />may have effected the ability of some cities to use Tax <br />Increment Financing, it did not hinder Mounds View. The <br />City should, however, oppose any future substantive <br />modifications to the law. <br />8. Subject: Labor Relations <br />Recommendation: <br />a. Veterans working under a collective bargaining agreement <br />or civil service should not be allowed to have two <br />hearings on discharge actions as long as due process <br />rights are guaranteed. <br />b. Temporary and seasonal employees should be allowed to <br />work 100 days rather than the current 67 days before <br />being required to join the local bargaining unit and <br />being paid uniun wages. <br />9. Subject: :;nemployment Compensation <br />Recommendation: Every year the City has severs: unemploy- <br />ment compensation claims filed against it by part-time <br />employees especially rink attendants, Mounds View Coamwiity <br />Theater employees_ and summer maintenance personnel. Even <br />though these employees know the job is temporary when they <br />are hired, the law allows them to file for unemployment <br />compennsation. Staff has no specific recommendation for <br />eliminating this apparent abuse, but would Sug <br />gest that if <br />the opportunity presents itself. we attempt to communicate <br />our concerns in this area. <br />10. Subject: Data Privacy and Open Meetings <br />Recommendation. A conflict between the Data Privacy Act <br />and Open. Meeting law currently exists when it comes to <br />discussing personnel matters. The majority of the City'=_ <br />Personnel data is classified as private by law, but when the <br />Council discusses such data at an open meeting, it must be <br />made available to the public. The two laws should be <br />consistent so that a city does not vio_'ate one in order to <br />comply with the other. <br />(Consistent with LMC and AMM policies.) <br />11. Subject: Bike Trails <br />Recommendation: Provide funding for 1•inDDT'5 State <br />Bikeway Grant Program. <br />12. Subject: Municipal Service Districts <br />Recommendation: Allow cities to create Municipal Service <br />Districts to finance the construction, maintenance and <br />a replacement of the City's infrastructure. <br />® (Consistent with LMC and AMM policies.) <br />
