�6' <br />RESOLUTION N0. 2447 <br />A RESOLUTTON STATING THE CITY'S OFFICIAL POSITION REGARDING <br />TESTING SURCHARGES PROPOSED BY THE HINNESOTA DEPARTMENT OF HEALTH <br />WHEREAS, the Minnesota Department of Health has proposed to the <br />;state Legislature that funding for testing public water <br />supply systems be transferred from the general fund to a <br />surcharge against each water connection of each municipal <br />system; and <br />WHEREAS, this proposal appears to be grossly unfair to the City <br />as compared to the aotual costs involved; and <br />WHEREAS, the City's policy is for utility funds to be based on a <br />user fee concept; and <br />WHEREAS, the City Council of the City of Mounds view wishes to <br />voice an official position regarding the proposal from the <br />Department of Health; <br />NOW THEREFORE, Be It Resolved, the City of Mounds View adopts <br />the following Official City Position: <br />The City of Mounds View is aware of and agrees with the need for <br />increased testing of municipal water systems as required by <br />the Environmental Protection Agency; and <br />The City is aware of the Legislature's desire to consider <br />alternatives tc the current practice of funding these <br />testing costs from the general fund; and <br />The City is aware that some of the funding alternatives are <br />significantly more costly to the City that, others. The <br />funding scheme proposed by the Department of Health may be <br />as much as six times more expensive than the actual costs of <br />the testing for the City. <br />The City is supporting ^ither a continuation of funding through <br />the general fund or a funding scheme that assesses the <br />actual cost of the testing to each municipal system being <br />tested. <br />The City strongly discourages any funding scheme that has a <br />tendency to subsidize certain municipal systems at the <br />expense of others. <br />
