Kerney <br />Attorney at Law <br />620 Roseville Professional Center <br />2233 Hemline Avenue, North <br />Roseville, Minnesota 55113 <br />Re: Mounds View Charter Commission <br />Dear Mr, Karney: <br />This letter is to confirm our telephone conversation <br />last week concerning the Mounds View Charter Commission, <br />As a little background I want to relate the following. <br />On December 15, 1088, Mr. Gockowski, our Court Administrator, <br />e- finrmprlo r,ery o! District wult} received seven form <br />letters from seven individuals indicating a desire to.be a <br />member of the Mounds View Charter Commission. None of the <br />form letters indicated any background for munScipal service, <br />I directed Suzanne Alliegro, our Judicial District <br />Administrator, to send a Setter to each of the applicants <br />requesting a short resume. It is this letter to Stanley <br />Haugen which apparently caused the Council's action. <br />Incidentally, one applicant did reply by making a shurt resume. <br />Since 1914 the District Court has appointed members <br />Of the at. Paul Charter Commission, We have always requested <br />a abort resume of applicants thct we did not know personally, <br />The Court has also done this for the City of White Bear Lake <br />for many years. Two years ago P. new'Ramney County Charter <br />Commission was set up by statute. At that time the Court <br />required reavmes of all applicants. A committee of three <br />Judges personally interviewed the 51 finalists. As you can <br />see, the Court desires some background before making appoint- <br />ments. <br />Our records indicate that the terms of eight members <br />of the Mounds View Charter Commission expired in November, <br />1988, and that three of those are eligible for reappointment, <br />
