INTERSECTION <br />OF QUINCY AND HILLVIEei <br />On the morning of Wednesaay, March 29th, Police Chie: <br />Ramacher and I were contacted by Mrs. Patricia Jensen of <br />2184 Hillview Road regarding a request for the installa- <br />tion of a three-way stop at the intersection of Quincy and <br />Hillview. Mrs. Jensen indicated that she has suffered <br />numerous incidences of property damage to their fence along <br />the east side of their property as a result of speeding <br />vehicles attempting to take the corner and 'head south - <br />bound on Quincy at such a high rate of speed that they are <br />unable to hold their vehicle onto the street resulting in <br />the damage to their fence. sirs. Jensen also felt that her <br />two children were at risk due to the careless driving and <br />speed of the vehicles. I indicated to Mrs. Jensen that the <br />City Council would be the body to whom she should be <br />addressing her request and that I would be recommending that <br />the request be referred to the Police Chief and Ci_y <br />Engineer for review and comment. <br />At the time Mrs. Jensen submitted her written request on the <br />morning of March 3Uth, she indicated that she and her <br />husband intended to place large boulders on the corne of <br />Hillview and Quincy in front of their property to cause <br />damage to the vehicles rather than to their fence. I <br />indicated to Mrs. Jensen that hose boulders could only be <br />placed on her property and not on City boulevard as the City <br />could be held liable for placing a hazard that caused damage <br />to the vehicles of careless drivers. Building Official <br />Tobias made arrangements with Mrs. Jensen to locate her <br />property corners so that the boulders are planed on their <br />private property and not on City right-of-way. <br />RECO[MIENDATION: <br />StaEf recommends that the Council direct that the Police <br />Chief and the City Engineer review and comment on the <br />request of Mr. and Mrs. Jensen for the placement of the <br />tnree-way stop at the intersection of Quincy and Hillview <br />Road. <br />DFP/MJS <br />L <br />
