ORDINANCE N0. 466 <br />�q CITY OF MOUNDS VIEW <br />I COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />AN INTERIM ORDINANCE AMENDING THE MOUNDS VIEW CITY CODE <br />ESTABLISHING DEVELOPMENT RESTRICTIONS ALONG STATE HIGHWAY 10 <br />FROM COUNTY ROAD I TO THE WESTERN BORDER OF THE CITY <br />The City Council of the City of Mounds View does <br />hereby ordain: <br />SECTION I. Legislative Finding of Fact. The City <br />Of Mounds View has experienced rapid commercial and <br />industrial development along Minnesota Trunk Highway 10 in <br />recent years. The City of Mounds View is particularly <br />concerned with development along Highway 10 between the <br />intersections of County Roan T and �_ <br />Weer of the <br />C"i at the intersection of Highway�l0.Toedealowith future <br />development concerns, the City of Mounds View wishes to <br />study, and if necessary implement, changes to its <br />comprehensive plan to provide for the orderly development of <br />land in and around Minnesota Trunk Highway 10. The City <br />finds it to be in its best interests to take reasonable <br />measures for a reasonable interim period of time to protect <br />the planning process and the health, safety and welfare of <br />its citizens until appropriate changes to its comprehensive <br />plan can become effective. The City finds taht unless <br />reasonable measures are taken for a reasonable interim <br />period to protect the public interests by preserving the <br />integrity of the existing commercial and industrial areas <br />while changes to the comprehensive plan are studied, the <br />existing zoning ordinances and other land use regulations <br />will destroy the integrity of the comprehensive development <br />plan and its basic purposes and effects. <br />the CitySCoun�Nllto protect <br />tthe plannin <br />It is the intent of <br />comprehensive plan, and implementation ofprocess changes tosthat <br />plan by hereby adopting, pursuant to authority vested in the <br />City by Minnesota Statutes §462.355, Subd. 4, reasonable <br />interim regulations for a reasonable period of time to allow <br />for the preparation and consideration of changes to the <br />City's comprehensive plan to protect the public health, <br />safety and welfare and to prevent the continuation of a <br />pattern of land use and development which would be <br />inconsistent with the plan. <br />CTION III, <br />ordinanceEshall only applyctoAs* <br />andover <br />Suoercedes.
