On this day, I had an <br />inte_esting conversation with the Community service police <br />Officers in the city of Moundsview. I have related the incident <br />below, and have also enclosed a copy of the city ordinance that <br />they gave me. <br />On March 29, 1989 two community service officers came to the door <br />Of my home and asked to speak to the homeowner. I said that was <br />me. They said that they were here to talk to me about my compost <br />heap. They handed me the enclosed ordnance and said that I was <br />in violation of section 104.02. They gave me one week to fill in <br />the compost hole that I have in my back yard. <br />Let me explain what the compost heap I ;lave ,s. I dug s hole <br />about five feet deep and two feet in diameter in my tack yard. T <br />built a 3/4 inch plywood cover supported by a two by four <br />redwood frame. This cover is dug into the ground so that it fits <br />flue' with the top of the ground. The sod grows right up against <br />the edge of the wood. There is a hinged door in the top of this <br />cover that is about nine inches square. This cover is in my <br />estimation fly proof and animal proof. I have disposed of <br />organic kitchen debris in this compost hole for approximately <br />nine years. In this time period, I have never had an animal dig <br />for the decomposing matter inside the hole, nor. have I seen any <br />evidence of insect activity in the compost hole. (The lid <br />prevents this.) I do not dispose of inorganic matter in this <br />area. The matter in the compost hole decomposes and settles. <br />I am a sorewhat confused by this action of the community service <br />officers, as I was under the 'mpression that it was goal to <br />ccmpo;;t organic matter in this way. I could understand if the <br />material created an eyesore or gave off a lot of odor, but the <br />construction of my compost area allows neither. <br />I have filled it in as the officers told me I would be fined if I <br />did not do so within one week. However, I have left the cover in <br />Place in case I need to show anyone the construction of this <br />composting area. <br />
