The applicant shall set forth the following: (1) The name and address of the applicant. (2) A list of the equipment which he proposes to use in such collection. (3) The place or places to which the garbage is to be heuled. (4) The manner in which said garbage is to be disposed of.. (5) The portion of the Mulicipa)tty _"which said collections are to be made. Said application together with a Certificate of Insurance from applicant's liability insurance carrier providing for coverages of $250,000/$500,000 for bodily injury and $50,000 for property damage, shall be submitted to Police Chief for his investigation and report. If he finds that the applicant is responsible and has proper insurance coverage and equipment for such collection and that no nuisance is liable to be created by the granting of said license, he shall endorse! his approval upon the application. Before any license may be issued fl- the applicant shall pay to the Clerk -Administrator a license fee to be established by resolution of the City Council, which shall accompany the application. No license issued hereunder shall be for a longer period than one year and all licenses shall expire on April 1 of each year. 104.07 Garba a Truck. Each licensed garbage collector shall provide a r_overe garbage truck, so constructed that the contents will not leak or spill r.herafrom, in which all garbage collected by him shall be conveyed to the place designated in his application, The truck used shall be kept clean and as free from offensive odors as possible and shall not: be allowed to stand in any street, alley, or public place longer than is reasonably necessary to collect garbage. 104.08 Hours. No collection of garbage or rubbish shall be made except ewer the hours of 6:00 a.m. and 6:00 p.m. The expense of garbage collection shall be grid to the collector by the owner, agent, occupant or tenant of the premises from which saiG garbage is collected, and such fee shall be full compensation for his services of collection.
