TO: MAYOR AND CITY COUNCIL <br />FROM: CLERK -ADMINISTRATOR <br />DATE: JUNE 20, 1989 <br />SUBJECT: POSTAGE MACHINE <br />The City of Mounds View's postage machine, which is ten <br />years old, is being rented from Pitney Bowes at the cost of <br />$109.50 per quarter. Recently, we have been e}periencing <br />major mechanical problems with the machine to the point that <br />we have have been advised by Pitney Bowes that needed <br />replacement of the equipment is eminent. <br />Upon <br />ving this <br />Bowes randldiscussed with rthem ooptions ffor nreplacementtactede'Of the <br />equipment and costs for said replacement. Current <br />technology allows for the inclusion of a computerized scale <br />with the postage machine equipment such that when larger <br />listedeanathebscalewandhed, the cost if additionalof the optionsoare purchased <br />is <br />the scale can automatically interface with the, <br />allowing for the dispensing of a tape without anyadd Postage meter, <br />manual operation. Also, Pitney Bowes has recentiyadditional. <br />introduced a feature called "Postage By Phone" which allows <br />for the addition of postage to the postage meter through a <br />Phone connection to the United States Post Office rather <br />than having to take the meter down to the Post Office and <br />have postal employees add postage to the meter. The manual <br />addition of postage to the meter can take anywhere from an <br />hour to an hours and one-half and can only be done on <br />certain days of the week and hours of the day due to postal <br />Office requirements. <br />When looking at equipment currently available to the Cily, <br />the clerical staff felt that they wished to have feature1. <br />s in <br />the equipment that would address their current needs aid <br />simplify the process of adding postage to our mail. It was <br />the preference of the clerical staff that the City purchase <br />a Pitney Bowes 5636 Mailing Machine with the following <br />features: <br />1• Automatic feed board allowing for the feeding of <br />the large brown mailing envelopes automatically <br />rather than the current ndnual system. <br />2. A diagnostic feature in the machine that would <br />advise the operator of the location of jams or other <br />difficulties as well as an automatic "on" and <br />"off" feature. <br />41 3. Postage By Phone capability. <br />4. A ten pound scale interfaced with the postage meter. <br />
