Mounds View City Council June 26, 1989 <br />Regular Meeting Page Ten <br />rONClerk/Administrator Pauley explained that trash is <br />different and there is an ordinance which regulates <br />that. <br />Councilmember Paone left the meeting at 8:53 PM. <br />Mayor Hankner explained it has only been the oast <br />five years in which a more aggressive position has <br />been taken. <br />Clerk/Administrator Pauley explained the City c,:n <br />go out and talk to property owners, but their <br />ab:.lity to force someone to mow their lawn is <br />questionable. <br />Ms. Lexxon stated she had bought an abused property <br />and spent a good deal of time fixing it up and is <br />-ffcn& d by buoiGessab who do not take <br />care of teeir properties. She added she wished <br />Mr. Waste had more pride in his property, as it <br />is so visible to people driving through the City. <br />She added she felt the problem with Mr. Donut and <br />Brooks is more of an absentee owner situation. <br />Councilmember Wuori stated a franchising agent <br />would probably react very quickly to pictures and <br />letters from residents, complaining and showing the <br />' condition of the properties. <br />Attorney Karney advised there are property rights which <br />the City cannot force on opinion. <br />Councilmember Paone reioined the meeting at 9:02 PM. <br />Clerk/Administrator Pauley reviewed the process <br />which is followed is sending notices for unkept yards, <br />and how time consuming it is. He also reviewed the <br />fee structure for work the City does in cleaning up <br />the yards. <br />Bill Buckingham,no address given, asked if the infor- 18. Consideration <br />matior requested two weeks ago was available concern- of Resolution <br />ing the proposed Woodale extension, as far as how much No. 2492 and <br />in MSA funds goes into this particular road, and No. 2501 <br />whether the City can forego the funds for the future. <br />Clerk/Administrator Pauley reported Public Works <br />Director Minetor had reported to the Council that <br />the City received $257,005 in 1989 allocations <br />for state aid, and 25% of that can be used for <br />�iaintenance purposes. $3,040 per year is attributed <br />to that section of roadway for maintenance. If the <br />City undesignates the street as an MSA street, the <br />City would not receive that money. There are no other <br />roads in the City that meet the criteria that have <br />not been designated already. <br />
