V�V�414 "S <br />Memo To :Mayor and City Council Members <br />From :Ric Minetor, City Engineer/Director of Public Works <br />Date :July 6, 1989 <br />Subject :1989 Street Surface Treatment Project <br />I have reviewed the pavement inventory system and determined that <br />the 1989 surface treatment program should consist of chip sealing <br />this summer and crack sealing this fall. Therefore, I am <br />recommending bidding the chip seal project at this time; bids <br />will be accepted until the morning of July 20th. A recommendation <br />for award will be presented to Council at the regular meeting on <br />July 24, 1989. <br />The attached map and list of streets show the streets included in <br />the proposed chip seal project. The list was deternit,ed by <br />reviewing the type and severity of deficiency listed in the <br />inventory. The selection was based on deficiencies which chip <br />seal is an appropriate maintenance strategy. Otter streets in the <br />City will be included in patching by city crews and in crack <br />sealing this fall. It is necessary to crack seal in colder <br />weather in order to fill the cracks when they are opened due to <br />pavement shrinkage. <br />Some streets may appear to be in worse condition than those <br />selected for these programs. This is because a pavement <br />management strategy bases maintenance on pavements that will <br />benefit the most for the type of strategy selected. Some <br />pavements are beyond the point where a simple surface treatment, <br />crack seal, or minor patching are appropriate. These streets need <br />surface rehabilitation, replacement or total reconstruction. The <br />most economical approach is to keep these streets as serviceable <br />as possible without major expenditures. At a future date, when <br />they are not possible to keep serviceable, rehabilitation, <br />replacement or reconstruction should be scheduled. <br />I recommend that Council concur with the project as proposed, <br />schedule the bid opening for July 20, 1989 at 9:00 a.m. and <br />schedule the bid award for Monday, July 24, 1989. <br />
