Mr. Donald Pauley April 10, 1989 Page 3 0 <br />The development submittal addresses each of the standards which must be <br />met if a wetland alteration permit is to be issued by the Council. The <br />results from Barr-s review of the development proposal indicate that the <br />development proposal is in compliance with the permit requirements. <br />Recommended Conditions <br />The Council may want to consider the incorporation of the following <br />conditions to approval of the wetland alteration permit. The conditions are <br />largely related to requirements of the Ordinance. The conditions are as <br />follow: <br />o A specific construction schedule shall be specified; <br />o The limits of construcci.on shall be specified, and staked in the <br />wetland zoning district; <br />o The scormwater detention basins shall be constructed prior co <br />general site grading. and maintained immediately following <br />completion of the development; and <br />o A stormuater detention basin maintenance plan and schedule shall <br />be developed. <br />Summate <br />The proposed Mounds View Business Park South development will impact <br />both wetland and buffer. Approximately 1.4 acres of wetland will be lost as <br />a result of activities related tv the development. The wetland loss, <br />however, is largely (93 percent) the result placement of fill with the <br />purpose of creating a nature trail within the wetland. Development of a <br />nature trail falls within the findings and purposes of the Ordinance which <br />reference the educational, aesthetic, and recreational values of wetlands. <br />The development will also impact approximately 4.3 acres of wetland <br />buffer. The impacLs to the buffer are the result of the proposed development <br />(2 acres), and the extension of Noodale Drive (2.3 acres). A variance from <br />the buffer requirements is presented in the Everest submittal. <br />The proposed development also includes several features which may be <br />consid-red net benefits with respect to public interests. These benefits <br />include the construction of a nature trail within the wetland for educational <br />
