1101 ADMINISTRATIVE <br />NEWSLETTER <br />MARCH 8, 1989 CITY OF MOUNDS VIEW VOL. IX NO. 9 <br />RECYCLING PROGRAM <br />Attached to this Administrative Newsletter please find a <br />letter received by the City on May 2, 1989 from Super Cycle <br />indicating that they will no longer be providing recycling <br />services to Mounds View on May 31 of 1989. <br />As I indicated to you at the May 1 Agenda Session Super <br />Cycle is discontinuing operations throughout the Metropoli- <br />tan Area impacting several county and a large number of city <br />recycling programs. At this time Ramsey County is investi- <br />gating various options that might be availabe to it to <br />continue the operations of Super Cycle or assist a different <br />vendor in taking over the Super Cycle operations. At the <br />same time, Staff is investigating what options might be <br />available to the City for contracting with a different <br />recycling vendor to replace Super Cycle. The difficulty in <br />all of this is that there are a large number of jurisdic- <br />tions out there looking for new vendors and since Super <br />Cycle was the largest vendor, our alternatives have limited <br />capabilities and may not be able to meet the demand <br />presented by this unexpected turn of events. <br />At the present time Staff is advising residents who are <br />inquiring aboL;t our recycling program as a result of recent <br />articles in the local press that the city and county are <br />attempting to identify alternative recycling vendors so that <br />there will be no service gaps in our recycling program. I <br />have every reason to believe at this time that the City will <br />find an alternative vendor before the May 31st cutoff. <br />Staff will be updating you on our efforts in this area on a <br />regular bass and I hope to have a verbal report for you at <br />the May Sth Council Meeting. <br />MINNESOTA HOUSE AND SENATE PROPERTY TAX BILLS <br />As you have probably heard, the Mlnnesota House and Senate <br />are both considering, at this time, property tax bills which <br />have several differing provisions but in essence do not <br />spell good news for cities in 1990. <br />Although both bills call for increases in local government <br />aids to the City of Mounds View, the House Bill calls for an <br />approximate $90,000 increase and the Senate Bill calls for <br />an increase in excess of $200,000; total revenues to the <br />City of hounds View would only increase that allowed by the <br />levy limit requirements contained in the House and Senate <br />hills. Both bills call for a 38 levy limit increase for <br />
