f"1 MEMORANDUM <br />Memo Tc :Rim Herman, City Planner <br />From :Ric Minetor, City Engineer n <br />Date :February 10, 1989 <br />Subject :Mounds View Business Park South <br />PUD Application - Concept Plan <br />I have reviewed this latest submission and refer to my previous <br />comments on this parcel ( Decemberl, 1988). The City's proposed <br />Comprehensive Plan update includes a proposed local collector <br />street through this parcel. This street is also proposed on our <br />Municipal State Aid System. The Council has been advised of the <br />proposed development and the need to eliminate this proposed <br />street. I do not believe this street is critical to traffic <br />circulation in the area; but, the elimination of the street <br />combined with this development may increase traffic along <br />Woodale Drive and Edgewood Drive. The proposal indicates the <br />increase in traffic to be approximately 240 vehicles per day. <br />This would not appear to be a problem unless the peak hour flow <br />is disproportionately high in comparison. I would appreciate a <br />revision to the traffic analysis to include traffic flows <br />generated by the site for morning peak hour as well as afternoon <br />peak hour and daily traffic. <br />The preliminary utility plan appears adequate for the site, <br />although I have not performed a thorough analysis at this time. I <br />am concerned that there be easements or language added to the <br />plat that indicates the City's right to enter, maintain, repair, <br />upgrades, or utilize the areas of the sewer and water mains as <br />ne.;essary. <br />The preli:ni.na.y drainage plan appears adequate. I do want a <br />drainage report for this area submitted before the final <br />development plan. Calculations for the pending areas and <br />discharge flows should be included. The calculations should also <br />be shown on the drainage plan sheet as well, at least as to pond <br />volume and discharge rates. <br />The wetland alteration plan appears appropriate at a preliminary <br />level. We should have Barr Engineering review the proposal for <br />conformance to our code. The DUR, Rice Creek Watershed, Corps of <br />Engineers, School District, etc. will also need to review and <br />comment on the proposal. <br />
