MEMO T0: MAYOR AND CITY COUNCIL <br />FROM: CLERK -ADMINISTRATOR <br />DATE: JANUARY 5, 1989 <br />V <br />SUBJECT: MUNICIPAL CODE CHAPTER 91 ENTITLED, "ANIMALS" <br />es ycu may recall, one of the results of the City survey <br />conducted during the spring of 1988 revealed a high level of <br />concern by the residents of the City of Mounds View on the <br />enforcement of our animal control ordinances and the "dog <br />problem" in the City. In response to this finding, staff <br />has reviewed Chapter 91 of the Municipal Code which <br />regulates the licensing and housing of animals in the City <br />and developed amendments to the Code which we feel will give <br />greater authority to the Police Department and Community <br />Service Officer in the handling of problem dogs as well as <br />clarifying certain sections of our Code and adding sections <br />that are felt to be necessary for adequately addressing the <br />issue of animal regulation. <br />This ordinance has been developed in concert with the Police <br />Department and Community Service Officer and reviewed by <br />City Attorney Karney with changes being made at his <br />suggestion. Staff would request that Council review the <br />proposed changes to Chapter 91 and provide the staff with <br />any comments you might have. It is thg h^ne of staff .h_. <br />the Council will ultimately agree to adopting the proposed <br />amendments to Chapter 91 in order that they can be <br />implemented prior to the spring of 1989 which signal& the <br />start of the animal control problem season. <br />Your review and comments would be appreciated. <br />DFP/MJS <br />L <br />
