MEMO TO: MAYOR AND CITY COUNCIL <br />FROM: CLERK-ADMINISTRATO <br />DATE: JANUARY 20, 1989 60 <br />SUBJECT: EMPLOYEE LEAVE POLICY <br />As you may recall, the current leave policy for employees of <br />the City of Mounds View is as follows, <br />Sick Leave - earned at the rate of 1 day per <br />month to a maximum 120 days. 501 <br />of unused sick leave is given to <br />employees as severance pay aft<_r 10 <br />years of service. <br />Vacation - Vacation time is earned at the following <br />rates: <br />1-5 Years 10 days <br />After 5-10 years 15 days <br />After 11 years 16 days <br />After 12 years 17 days <br />After 13 years 18 days <br />After 14 years 19 days <br />_ After 15 vears 20 days <br />(^ Employees are allowed to carry over from <br />one year to the next without Council <br />approval 10 days plus the amcunt accrued <br />during the previous year. <br />Over the past years there has been infrequent discrssion <br />among the Management Team and the members of City staff <br />about the possibility of changing this system to discourage <br />the taking of sick leave when an employee isn't really sick, <br />to allow employees greater flexibility in the use of the <br />leave time they are given, and to give an incentive for not <br />abusing the program. These discussions have nev-r gotten <br />beyond the stage of just talking about it because no one has <br />had any specific information regarding practices of other <br />cities c, organizations nor a detailed proposal for our <br />ccnsideration. <br />In a recent conversation with Bill Hunt, Assistant to the <br />Fridley City Manager, I learned that Fridley implemented a <br />change in their leave policy in 1982 which was agreed to by <br />all of their unions, including Teamsters 320, which <br />represents our Police and I.U.O.E. Local 49, which <br />represents our Public Works employees. Essentially, what <br />they did was to go from a leave program like the one we have <br />in place at this time to a program where each employee <br />receives an annual leave allowance that they can use for <br />vacations or when they are ill, both sick and injury on <br />duty. <br />
