Yard ?haste Program <br />Policy Statement: Ramsey County should take the 'lead in <br />developing a large composting operation that could be used by <br />yard waste collectors and others, and municipalities ,rho gn <br />responsible for the operation of smaller sites. /IlYlyd� r'J,y , <br />i. Commercial and Industrial Recycling <br />Policy Statement: Ramsey County will continue the current <br />strategy, where increasing disposal costs are encouraging <br />additional recycling by the commercial and industrial sector. <br />Greater technical assistance will be provided to ensure that this <br />sector is well-informed as to advantages and opportunities in <br />recycling. Staff will estimate commercial and industrial <br />recycling levels by using available date and gathering additional <br />information as time allows. <br />IV. ELEMENTS OF THE RECYCLING IMPLEME11TION STRATEGY <br />A. Residential Recycling Programs <br />Opportunity to Recycle <br />Policy Statement, All citizens of Ramsey County should have the <br />opportunity to recycle. This opportunity must include curbside <br />recycling for single-family homes and also a system for multi- <br />family units. The cities must establish programs for curbside <br />recycling and must also address multi -family units. At their <br />option, a city may require owners or managers of multi -family <br />units to provide a recycling system rather than have the city <br />itself be responsible for establishing a program. If a city fails <br />to meet the requirement for establishing an acceptable curbside <br />recycling program by March 1, 1989 (or maintaining it after that <br />date); or fail: to establish or require an acceptable system for <br />multi -family units by February 1, 1990, then Ramsey County should <br />establish these programs and charge the city's residents for it <br />through the recycling service charge. By 'acceptable', these <br />programs must collect the following materials at least once per <br />month: newspaper, glass and cans. All cities and townships who <br />have greater than 50% of their residents in Ramsey County are <br />included in this policy. <br />This policy is partially a statement of current policy as <br />contained in the Solid Waste Master Plan and in the recycling <br />program guidelines.
