ORDINANCE 1038 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />AN ORDINANCE REZONING THE PROPERTY AT 2840 MOUNDS VIEW <br />BOULEVARD FROM B-2 LIMITED BUSINESS TO B-3 HIGHWAY BUSINESS <br />The City of Mounds View Ordains: <br />Section 1. Background; authority. <br />1.01. The City of Mounds View ("City") has adopted a zoning ordinance pursuant to the <br />authority granted by the Municipal Planning Act. M.S. §§ 462.351 to 462.365, <br />inclusive, as they may be amended from time to time. <br />02. Sections 160.450 and 160.451 of the Mounds View Zoning Ordinance detail the <br />process and requirements for amending the zoning map. <br />Section 2. Request to rezone. <br />2.01. Phoenix Realty, LLC ("Owner") owns the property at 2840 Mounds View Boulevard <br />("Property"), zoned B-2 Limited Business District, legally known as: <br />Auditor's Subdivision No. 89 ex S 761 ft & ex part NEly of line parallel with <br />and 75 ft SWly from CL of STH 10/62; Lot 57 <br />PIN 063023340062 <br />2.02. Sabry Sharara ("Applicant"), acting as the owner's representative, has requested <br />the Property be rezoned to B-3 Highway Business to accommodate future <br />commercial development. <br />Section 3. Notice, decision, and findings. <br />3.01. Having received the request from the Applicant to rezone the Property described <br />in Section 2, the City published notice of the rezoning request in the official <br />newspaper on April 3, 2025, and mailed notice of a public hearing to surrounding <br />property owners within 500 feet. <br />3.02. A public hearing was held on April 14, 2025 by the Mounds View City Council, and <br />all persons desiring to be heard with reference to the rezoning were heard at said <br />public hearing. <br />3.03. The Mounds View City Council finds and determines that it is in the best interests <br />of the City to rezone the property at 2840 Mounds View Boulevard. <br />
