ACTION REQUESTED: <br />1. Please contact your local legislators (Senators and <br />Representatives) as soon as possible and once again <br />explain to then the importance of TIF to your <br />city. Urge them not to address TIF this session <br />for the reasons outlined previously. <br />2. Contact your local Chamber of Commerce and Building <br />and Trades Union Officials and urge them to help <br />support the retention of TIF. (Have them also <br />contact your local legislators). <br />3. The County Associations are leading the 'charge' <br />against TIF. Please do not hesitate to <br />contact your local County Commissioner since <br />individual Commissioners may better understand the <br />importance of TIF to the local economy. <br />4. Please send a copy of any written TIF Communication <br />to our office. <br />LAND USE PLANNING BILL (HF 1654/SF 1510): <br />The Governor's Advisory Committee on State Local Relations <br />(ACSLR) sponsored this bill and it was first introduced in <br />the 1988 session but not acted upon. The bill was <br />substantially modified based on a lot of input from the AMM <br />and was again introduced late in the 1989 session. The bill <br />as introduced last session was still not satisfactory to the <br />An and the special AMM Land Use Committee, Chaired by Orono <br />Administrator Mark Bernhardson, has continued to work on <br />this bill since the end of last session. While the <br />Committee has been successful in achieving additional <br />positive amendments to the bill, some trouble spots remain <br />and the AMM will continue to seek additional amendments. <br />There were at least two alleged purposes for this bill: (1) <br />to provide a uniform planning and zoning procedure for <br />cities, counties and towns and (2) deal with some fringe <br />area planning/zoning concerns between cities and <br />townships. The AMM has no quarrel with those purposes but <br />unfortunately other changes were also made which were a step <br />backward for metropolitan area cities. <br />ACTION REQUESTED: No immediate action is needed but if you <br />are discussing other concerns with your legislators, point <br />out that we still have a problem with this bill and it <br />should not be passed unless further modified. <br />3. COMPARABLE WORTH <br />The Department of Employee Relations (DOER) prepared an <br />analysis of 37 cities, 24 counties, and 27 school districts <br />Pay Equity plans.
