l� Metropolitan Waste Control Commission <br />Mean Park Centre, 230 East Fifth Street, St. PAul, Minnesou 55101 <br />612 222.8423 <br />_METROPOLITAN WASTE CONTROL COMMISSION <br />GENERAL ADVISORY COMMITTEE <br />WHAT IT IS; HOW TO APPLY <br />WHAT IS THE GENERAL ADVISORY COMMITTEE? <br />This Is anew committee designed to serve a function somewhat similar to the former Sewer Service Advisory <br />Boards that existed metro -wide before legislation In 1987 did away with the six service areas to establish one <br />sewer serv,ce area. The job of this advisory committee Is io focus on the sewer service needs of the <br />communities of the Twin Cities seven county metropolitan area and to advise the Metropolitan Waste Control <br />Commission (MWCC) on Issues related to these needs. This new advisory committee will be formed in the <br />spring of 1990 and will consist of 25 members and a Chair appointed by the Chair of the MWCC. Citizens <br />serving on this committee should have a strong interest In the effective and efficient collection and treatment <br />of the metropolitan area's wastewater. <br />ITS PURPOSE <br />The purpose of this advisory committee Is to develop recommendations to the MWCC related to metropolitan <br />area wastewater service and treatment with a focus on planning and managing for the future. The MWCC <br />Commission will refer topics to be studied by the advisory group. These might include MWCC's budget, <br />toxics control, odors, residual solids management, water quality issues, communication and public education <br />efforts. <br />HOW THE METROPOLITAN WASTE CONTROL COMMISSION FITS IN <br />The MWCC is charged with collecting and treating the wastewater of the Twin Cities area, to preserve and <br />protect the environment. The MWCC serves 105 communities in the seven counties and treats more than <br />275 million gallons of sewage per day. The MWCC owns and operates 11 wastewater treatment plants and <br />provides a series of Interceptor sewer pipes to link the communities to the MWCC wastewater treatment <br />plants. <br />The agency is governed by a board of Commissioners that sets the agency's policy and represents <br />geographic precincts throughout the seven{ounry metro area. The MWCC obtains a majority of its funding <br />through user service charges. <br />The Metropolitan Council, the chief planning and coordinating agency for the Metropolitan Area, determines <br />which portions of the seven county metropolitan area are to have sewer service. The MWCC provides the <br />sewer service to the areas designated by the Metropolitan Count. <br />HOW MEMBERS TO THE ADVISORY COMMITTEE ARE SELECTED <br />Advisory committee members are appointed by the MWCC Chair. The MWCC will ask for recommendations <br />for committee members from the Association of Metropolitan Municipalities (AMM), the Metropolitan Area <br />Managers Association (MAMA), individual cities and townships, local Chambers of Commerce, and various <br />environmental organizations. The MWCC Chair will serve as General Advisory Committee Chair or will <br />appoint a t.1WCC Commissioner to Chair the committee. The Committee will consist of one elected official <br />and one appointed official from each MWCC precinct. There will be four members representing <br />environmental groups, and four members representing industry. One al -large senior citizen member will <br />represent economically disadvantaged senior citizens. Members serve staggered three-year terms.
