46,4w-/, <br />Memo To :Mayor and Council Members <br />From :Ric Minetor, City Engineeror of Public Works <br />Date :February 28, 1990 <br />Subject :Pedestrian Pathway along County Road I <br />Quincy to Eastern City Limits <br />In response to Council's request, I have discussed the <br />possibilities of this trail with Shoreview's City Engineer. He <br />indicated that they had not resolved the problem of crossing Rice <br />Creek. This appears to be more costly than they are able to <br />afford at this time. They are continuing to attempt to find <br />options to reduce the cost. They also had not considered the <br />problem with the I-35W bridge. <br />I reviewed the area and found that the existing walk under the <br />bridge is 3 feet in width from the back of the curb to the front <br />of the guard rail. This area is often covered with snow in the <br />winter and covered with sand or debris at other times of the <br />year. It appears that modification of the slope paving would be <br />necessary and a retaining wall placed behind the bridge piers. <br />This would be significantly expensive. Mounds View would share <br />half the cost with Shoreview. <br />Shoreview indicated that they were considering a bituminous <br />trail, we currently have a concrete walk west of Quincy along <br />County Road I. At least a portion of this pathway would need to <br />be concrete where it crosses the St. Paul Water Works conduits. <br />The pathway would be approximately 1320 feet in length and at <br />least 7 feet in width. If we use concrete only where necessary, <br />and bituminous elsewhere, I estimate the pathway would cost <br />$20,000. The previously mentioned work under the I-35W bridge <br />would be in addition to this figure. <br />I am asking for Council direction on further efforts on this <br />proposal. <br />
