MEMO TO: MAYOR AND COUNCIL D <br />FROM: MARY SAARION, DIRECTOR <br />PARKS, RECREATION AND FORESTRY <br />DATE: FEBRUARY 27, 1990 <br />SUBJECT: CONSIDERATION FOR APPROVAL TO HIRE SEASONAL <br />PARKS GROUNDSKEEPERS AND PARKS GROUNDSKEEPER <br />SUPERVISOR <br />All four parks groundskeepers from last year have been asked to return for the 1990 <br />season. One of last year's employees requested the Supervisor's position. Both Mike <br />Ulrich and I agree that Al Miskowiec is an excellent employee. He has proved to be <br />responsible and can easily take and give direction. <br />As a college senior, he will be the oldest of the groundskeepers. Foreman Ulrich <br />especially notes that Al's prior experience and knowledge of the duties and procedures <br />at the Maintenance Garage provides a benefit because it alleviates the necessity to <br />train in a supervisor. <br />The other three returning from last year include Bill Sjulstad, Rick Ramacher and Tim <br />Hetland. All three performed well last year and were encouraged to return in 1990. <br />The fourth and new choice is David Mork, a college sophomore and Mounds View <br />resident. David has previously worked as a seasonal employee for the City of <br />Columbia Heights public works for the past two summers. His references are <br />excellent and he has athletic field user experience so understands the needs of the <br />players using park facilities. <br />The job descriptions for both positions are attached. <br />RECOMMENDATION: To consider approval for hiring Tim Hetland, Bill Sjulstad, <br />Rick Ramacher, and David Mork as seasonal parks groundskeepers at a wage of <br />S6.00/hour, each not to exceed 100 hours; and to consider approval for hiring Allen <br />Miskowiec as seasonal parks groundskeeper supervisor at a wage of S6.50/hour not to <br />exceed 100 hours.
