Mandatory Participation - Very important <br />Discussion Comments: <br />Who chooses the hauler when the resident refuses? <br />(asked by haulers) <br />City could collect bills or levy delinquent bills. <br />(suggested by haulers) <br />City could subsidize rates to encourage <br />participation with lower rates. <br />Mandatory participation without subsidy or <br />collection by City would require higher rates. <br />How does City ensure 100% participation? <br />- reports from haulers; need visible <br />addresses <br />- stickers on containers <br />- pre -purchased bag system <br />- City does billing <br />Who's going to collect bills, particularly bad <br />debts <br />Volume Based Fees <br />- haulers pay for tipping by weight; residents <br />pay for disposal by the container; the two do <br />not always equal out. <br />- haulers in the City have fee structures for 1, <br />2, and 3+ container customers <br />2.
