MEMO TO: MAYOR AND CITY COUN L <br />FROM: CLERK-ADMINISTRAT <br />DATE: MARCH 1, 1990 <br />SUBJECT: FIRE DEPARTMENT CAPITAL REQUESTS <br />Attached is a memorandum I received from Fire Chief Fagerstrom <br />on Tuesday, February 27th indicating that the capital needs <br />for the Fire Department between now and 1999 will increase <br />astronomically and requesting that the three cities consider a <br />bond referendum in the total amount of $2.7 million for the <br />November General Election ballot. <br />I would like to emphasize that the three City Administrators/ <br />City Manager have not met with Chief Fagerstrom or the capital <br />budget committee of the Fire Department to discuss their <br />request. Therefore, I am bringing this issue to you only as a <br />piece of information at this time in light of the fact that we <br />have in the past discussed the possibility of having a local <br />referendum question for an addition to City Hall for a Police <br />Station as well as remodeling of the existing structure. <br />Also, the results of the City Survey you received this past <br />Monday reflect the fact that the residents are interested in <br />the construction of a Community Center and would support a <br />referendum to construct such a facility as well as additional <br />monies to complete improvements to our city parks. The <br />difficult issue that will come before you is which, if any of <br />these issues, do you wish to place on the ballot this November <br />as a referendum question. if it is the addition to City Hall <br />the space needs study and design work must be completed prior <br />to the November election, if the Community Center, the same <br />questions as well as site selection and other factors must be <br />decided before the November election and a park referendum <br />obviously would require a complete reanalysis of our community <br />parks to determine what types of improvements are needed <br />and/or desired in the parks and at what cost would those <br />improvements occur. <br />I am not expecting or requesting any direction from you <br />regarding this matter at this time but simply making you aware <br />of the fact that the Department has made this request. After <br />the three City Administrators/Manager have met with Chief <br />Fagerstrom and representatives of the Department, I will be <br />providing you with a more detailed report including my <br />recommendations with respect to the Department's capital <br />requests and requests for a bond referendum this fall. <br />DFP/MJS <br />
