JULY 6, 1989 <br />SUBJECT: WASTE PROPERTY ACQUISITION <br />As you miry LeCall, whin `hC Evcr_t Crnnn initially Droposed <br />the development of Mounds View Business Park it included the <br />11 acres of property east of Loose Ends owned by Robert <br />Waste. Due to their inability to enter into a purchase <br />agreement with Mr. Waste for this property, the acquisition <br />and inclusion of that land in the project never occurred, <br />although the parcel was approved for development as part of <br />the concept stage approvals for the project. I have been <br />advised by Bill Franke of Everest Development that Mr. Waste <br />has now indicated he wishes to sell the land to Everest and <br />negotiations are on -going at this time fcr chat purchase. <br />Mr. Franke has advised me that he wn„ld like to request tax <br />increment assistance from the City for the development of <br />this 11 acre parcel. I advised Mr. Franke of the City's <br />recent position with respect to tax increment financing in <br />response to a request from Dale Jones for development of the <br />12 acre parcel fronting on Highway 10 between County Road I <br />and Silver Lake Road, but that I would forward his request <br />to the City Council for your consideration. <br />Based upon the request of Mr. Franke and my discussions with <br />him, I am requesting that Council advise me as to your <br />desire to continue to deny any further requests for tax <br />increment assistance until debt service on current projects <br />are retired or take the position that this project had <br />previously received preliminary approval and go forward in <br />negotiating an amendment to the original Mounds View <br />Business Park contract for private redevelopment to include <br />the 11 acre site. Your direction in this matter would be <br />appreciated. <br />DFP/MJS <br />
