RESOLUTION 1989.4 <br />CITY OF MOUNDS VIEW / <br />COUNTY OF RAMSEY I <br />STATE OF MINNESOTA <br />RESOLUTION REQUESTING THE CITY COUNCIL TO RECONSIDER THE FUNDING <br />SOURCES OF THE PURCHASE AND INSTALLATION OF THE STORM WATER DITCH <br />CULVERT ENTERING SILVER VIEW PARK POND <br />WHEREAS, the installation of the culvert is for the storm water ditch located on Silver <br />View Park; and <br />WI -AREAS, this storm water ditch plays a part in the storm water drainage system for <br />a portion of the City; and <br />WHEREAS, the installation of a culvert is to provide for more feasible park <br />maintenar,cv; and <br />WHEREAS, a precedent for the installation of other non -budgeted city projects such as <br />the maintenance budding fence, has been funded from the General Fund; and <br />WHEREAS, the Municipal Code 25.06 states that SWM funds may be used for expenses <br />incurred for the improvement of City storm water management systems; and <br />WHEREAS, the original plan for pathway extension :ncluded building a larger wooden <br />pedestrian bridge as a replacement for the smaller bridge (to expand rite ditch on the higher slope); <br />and <br />WHEREAS, the Parks and Recreation Commission believes that since the Park <br />Improvement Fund is limited and of short supply, monies from it should be used for tangible park <br />amenities as much as possible; and <br />WHEREAS, the Parks and Recreation Commission did not provide a recommendation <br />for expenditure of the culvert with Park Improvement Funds. <br />NOW, THEREFORE, BE IT RESOLVED that the Mounds View Parks and Recreation <br />Commission requests that the City Council reconsider the funding source of the culvert installation to <br />reflect a third of the cost shared by the Park Improvement Fund, Storm Water Management Fund and <br />General Contingency Fund. <br />Adopted this 2nd day of August, 1989 by the Mounds View Parks and Recreation <br />Commission <br />Wayne Formeister; Chairperson <br />1" h r 2b., <br />Frank Silvis, Commjssion�er <br />Gary StevElJAon, Commissioner <br />Edd Trettel, Commissioner <br />
