Police/Civil Defense - The objective of the Police <br />Department is to provide basic Police Service, <br />preserve the peace, and protect the public by <br />enforcing State and Local Laws. <br />In doing so, the Department's role is to enforce the <br />law in a fair and impartial manner, recognizing both <br />the statutory and judicial limitations of Police <br />authority and the constitutional rights of all <br />persons. <br />Basic services provided by the Police Department <br />include: <br />a. Prevention of Crime <br />Involving the community in programs such as, <br />operation Identification and Block Watch. <br />Instilling in the community a sense of concern <br />for crime problems and law enforcement needs to <br />help combat the problems. <br />b. Deterrence of Crime <br />Routine patrolling of the City streets, parks, <br />( and business areas reduces crime because <br />criminals feel immediate apprehension would be <br />imminent. In the course of routine patrol, <br />officers investigate behavior which reasonably <br />appears to be criminally directed. <br />C. p�prehension of Offenders <br />Once a crime has been committed, it is the duty <br />of the Department to initiate the Criminal <br />Justice process by identifying and arresting the <br />perpetrator, to obtain the necessary evidence, <br />and to cooperate with other law enforcement <br />agencies and the courts in the prosecution of the <br />case. <br />d. Recovery and Return of Property <br />The Department makes every reasonable effort <br />recover lost or stolen property, to identify the <br />owner(s), and to ensure its prompt return. <br />e. Traffic Control <br />To facilitate the safe and expeditious movement <br />of vehicular and pedestrian traffic, the <br />Department enforces traffic laws, investigates <br />traffic accidents, and directs traffic. <br />
