n <br />TO: MAYOR AND CITY COUNCIL <br />FROM: CLERK -ADMINISTRATOR DATE: AUGUST 11, 1989 <br />SUBJECT: ORDINANCE NO. 472 ESTABLISHING CHAPTER 200 OF THE <br />MUNICIPAL CODE ENTITLED, "LARGE ASSEMBLIES" <br />In late 1988 the City Council directed that staff <br />investigate the feasibility of regulating large, outdoor <br />assemblies in the City as a result of complaints received <br />from residents during the last outdoor concert at the <br />Mermaid. <br />After contacting various organizations for samples of ether <br />City's ordinances regulating large assemblies, staff <br />prepared a nought draft of an ordinance which was reviewed <br />and commented upon by City Attorney Mark Kerney and Police <br />Chief Ramacher. A final draft was prepared based upon these <br />comments which is being placed before you for your <br />consideration. <br />It is not felt by staff that an ordinance is necessary to <br />regulate large, outdoor activities due to the minimal number <br />of those activities that occur in the City and the few <br />complaints that we receive. Should the Council, however, <br />deem it appropriate to regulate large, outdoor assemblies, <br />staff would recommend for your consideration Ordinance No. <br />472. Staff will, at your August 21, 1989 Agenda Session <br />review this ordinance with you in detail and request from <br />your direction regarding the future status of this <br />ordinance. <br />DFP/MJS <br />Yam. <br />
