STAFF REPORT <br />RAMSEY COUNTY LIBRARY <br />AUGUST 16, 1989 <br />PAGE 3 <br />(^ LANDSCAPING <br />The applicant has submitted a landscaping plan which is shown o:: <br />Page 3 of the large scale plans. The City Forester has reviewed <br />the landscaping plan and has suggested some changes. The City <br />Forester's memo is attached for your reference and shown as <br />Exhibit C. <br />The landscaping plan shows the light illumination for the site. <br />Staff has recommended adjustments to location of the light posts <br />affecting the direction of the spill of the light in order get <br />more effective lighting and visiblity of the drive isles. <br />Also in the landscaping area, the southern part of the site will <br />remain as a natural area until an buildingtexpansion <br />takes <br />Putin a <br />place. Also indicated to the applicant <br />trail from the elderly housing into the library parking lot. <br />On that same line, the applicant has proposed a sidewalk, along <br />Mounds View Drive. Because the sidewalk would start and end only <br />on this site, the necessity of it is questionable. Staff <br />indicated to the applicant that a trail system from the corner <br />leading into the site would be more desirable; basically, because <br />children walk through the landscaping a ruin it anyway, y <br />therefore, a trail might as well be planned for. <br />GRADING AND DRAINAGE <br />The applicant has submitted a drainage plan for the site for <br />review by the City Engineer. The City Engineer has reviewed the <br />drainage plan and has made some comments. The City Engineer's <br />memo is attached and shown as Exhibit D. <br />MECHANICAL EQUIPMENT <br />The proposed exterior mechanical equipment will be completely <br />enclosed as shown on the site plan and there will be no outdoor <br />storage. <br />SIGNAGE <br />A sign plan has not been submitted to date. It is anticipated <br />that any proposed signage will meet the Ordinance requirements. <br />SUMMARY <br />It appears that the proposed library site plan, including the <br />parking and loading, is in compliance with the Zoning Ordinance. <br />Staff has de andthe morepplicant in orer maintenance frto make the <br />ee, <br />MMH/BAC <br />
