MEMO TC: MAYOR AND CITY COUNCIL \� <br />FROM: CLERK-ADMINISTRATOR/PARK AND RECREATION DIRECTOR <br />DATE: AUGUST 31, 1989 <br />SUBJECT: AUGUST 11, 1989 LETTER OF DEBORAH JONES, 7405 <br />PARK VIEW DRIVE <br />At the August 14, 1989 Council Meeting Mayor Hankner <br />presented the attached letter she had received from <br />Mrs. Deborah Jones. Staff was directed to distribute copies <br />Of the letter to Council, which was done, and respond to the <br />points contained in the letter. <br />The issue of extending the Silver View Park trail has been <br />before the City for the past few years and, as you well <br />know, fought with controversy. In preparing a response, <br />staff has reviewed City records and drawn upon the <br />recollection of various individuals involved in the <br />development of the park and trail. One of the difficulties <br />we encountered is the fact that in some cases City records <br />are contradictory and memories have faded. We have made an <br />honest attempt to accurately reflect the facts. <br />1. It is true that the Kraus -Anderson or Mary Anderson <br />Homes salespeople displayed copies of the Saunders and <br />Thalden prepared Master Plan for the park and that the <br />i plan showed a bridge at the narrows and no extension <br />of the trail to the west. What apparently did not come <br />out during the sales presentation is that it was a plan <br />prepared in an effort to obtain additional funding for <br />parks development through LAWCON grants and park bond <br />referendums. The City did not succeed in obtaining the <br />LAWCON grant nor were we successful in our attepts to <br />receive voter approval of bond referendums. <br />As a result of the City's inability to secure the <br />necessary capital, the Master Plan for Silver View and <br />the other City's parks became a guide used by the Park <br />and Recreation Commission rather than a binding <br />document, The Commission established the goal of making <br />use of available park dedication funds to improve the <br />Parks recognizing that those funds would not be adequate <br />to accomplish all of the improvements shown in the <br />Master Plans. <br />2. On May 27, 1988 an on -site meeting was held with Dan <br />Boxrud, Council, residents and staff present. The path <br />route had been staked prior to the meeting and <br />Mr. Boxrud reviewed the plan, copy attached, he had <br />prepared. <br />' 3. Forester Wriskey has not prepared a formal landscaping <br />�-' Dlan for the trail. Instead, he has discussed a <br />conceptual plan with them which included a suggestion <br />
