Ms. Susan Hankner Mayor City of Mound View 2401 Highway 10 Mounds View, MN 55112 Dear Sue: August 11. 1989 I would like to take this opportunity to summarize some of the events that have led to our frustration with the Silver View Park path extension. 1. In November 1985, I purchased my home at 7405 Park View Drive. At that time, the builder briefly discussed the future plans of Silver View Park including a bridge at the narrows. 2. In the spring of 1988, I met with other residents, then mayor Jerry Linke, and Mary Saarion at the path site where we expressed our concerns and objections to the path extension. One of our specific objections had been its proximity to our lot line. We were told at that time that before anything was decided, a plan would be done showing the exact location of the path. The residents would have an opportunity to review the plan before any decision was reached. 3. A meeting was later held with the forrester where planting options were discussed. I was unable to attend this meeting, but 1 have been informed that a plan for the path was not available for the residents to review. r.. 4. In June 1989, 1 attended a Park & Recreation meeting where I was told by the commission that the copy of the Silver View Park master plan blueprint that I had recently sera, which included a bridge at the narrows and no path extension, had never been approved. We were told that the only master plan for Silver View Park was the brief reference in the 1981 Master Plan book. Note: The blueprint I had seen was one that had been given to Carol and Steve Golden by the Mounds View Park Commissioner. The Goldens had requested confirmation prior to purchasing their home in 1983 that no path would be constructed behind the private homes. This blueprint was provided to them at that time. 5. My husband, therefore, went to city hall and requested a copy of the master plan done in 1981 so that we would be aware of the plans that had been approved. 6. However, after extensive research, we have found Park & Recreation Commision and City Council meeting minutes which document the approval of the Silver View Park Master Plan. Park & Recreation Commission 4-23.81 City Council 4-27-81 The dates of these meetings correspond with the dates on the Goldens' blueprint.
