TO: Mayor & Council <br />FROM: Don Brager, Finance Director <br />DATE: September 13, 1989 <br />SUBJECT: 1990 BUDGET AND 1990 BUDGET PUBLIC HEARINGS <br />Present Truth In Taxation law requires that the City publish a <br />notice, in a newspaper that is published at least five days a <br />week and has the greatest circulation within the City, of a <br />public hearing on the City's 1990 Budget. The newspaper with the <br />greatest circulation within the City of Mounds View is the Star - <br />Tribune. Minnesota Department of Revenue (the agency responsible <br />for monitoring compliance with Truth In Taxation) has specified <br />that notices be published in the Thursday Community Section. The <br />notice must be published five business days prior to the public <br />hearing. Council has previously scheduled the public hearing for <br />October 9. To comply with Truth In Taxation the notice must <br />appear in the September 28 Community Section. To appear on that <br />date, copy must be given to the Star -Tribune on September 25. In <br />order for staff to provide the copy, we need to know what budget <br />to present at the hearing. The notice must contain the amount of <br />the property tax levy. In addition, the notice states that a <br />copy of the Proposed Budget is available for public inspection. <br />,1 Staff, therefore, needs Council direction on the amount of the <br />proposed property tax levy and what budget to make available for <br />public inspection and to present at the public hearing. Is the <br />Proposed Budget staff submitted acceptable? Do you wish to make <br />changes? Please advise.
