TO: MAYOR 6 CITY COUNCIL <br />FROM: CLERK -ADMINISTRATOR PAUL <br />DATE: Spetember <br />5, 1989 <br />SUBJECT: BICYCLE LICENSING AND SAFETY <br />At the August 28, 19B9 Council Meetinq Alice Frits asked if the City <br />could require the licensing of bicycles and become more the enforcement of traffic laws and bicycle <br />aggressive in <br />ycle safety training. <br />Chapter 16BC of the Minnesota Statutes, copy attached, regulates bicycle <br />registration in the State. Essentially, the law under <br />that a political subdivision may <br />within their boundaries y require the d such registration pof rior bicycles <br />1, 1977.
