f <br />MOUNDS VIEW PLANNING COMMISSION <br />RESOLUTION NO. 265-89 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION RECOMMENDING APPROVAL/DENIAL OF MOUNDS VIEW <br />SQUARE PROPOSED REZONING, CONDITIONAL USE PERMIT/PLANNED <br />UNIT DEVELOPMENT AND CONDITIONAL USE PERMIT FOR A HARDEE'S <br />CONVENIENCE FOOD RESTAURANT, PLANNING CASE NO. 276-89 <br />WHEREAS, the Planning Commission has reviewed the <br />requested rezoning from B-4 to B-3 Conditional Use <br />Permit/Planned Unit Development and Conditional Use Permit <br />for the convenience food restaurant to be located at the <br />Mounds View Square Shopping Center site (PIN 07-30-23- <br />11-O001). <br />WHEREAS, the Planning Commission has reviewed the <br />proposed rezoning request as a separate issue from the site <br />development plans, and <br />WHEREAS, the Planning Commission has reviewed the <br />criteria for all proposed rezonings; and <br />WHEREAS, the Planning Commission has determined that <br />the proposed rezoning is/is not in conformance with the <br />Comprehensive Plan; and <br />WHEREAS, the Planning Commission has determined that <br />the proposed rezoning will/will not have an impact on the <br />surrounding properties, and <br />WHEREAS, the Planning Commission has reviewed the <br />geographical area involved; and <br />WHEREAS, the Planning Commission has determined the <br />proposed use will/will not tend to or actually depreciate <br />the area in which it is proposed; and <br />WHEREAS, the Planning Commission has taken into <br />consideration the character of the surrounding area; and <br />WHEREAS, the Planning Commission has determined <br />that the applicant has/has not demonstrated a need for such <br />use; and <br />WHEREAS, the Planning Commission has reviewed the <br />requested Conditional Use Permit/Planned Unit Development to <br />allow for the addition of another principal building on this <br />site; and <br />WHEREAS, the Planning Commission has also revie::cd <br />the Conditional Use Permit for the convenience food <br />restaurant and the proposed development site plans <br />associated with the new structure; and <br />
