MEMO TO: Mayor and City Council j <br />r <br />FROM: City Planner Hren <br />DATE: October 11, 1989 <br />SUBJECT: SOLID WASTE COLLECTION <br />The Mounds View curbside recycling program has been underway for <br />quite some time now and resident interest is still strong. Many <br />metropolitan cities are now moving to new ways of collecting <br />solid waste from the residents. At this time, City Staff has <br />looked at the options the City Council has before them with <br />regard to collection of solid waste in the City of Mounds View. <br />Currently, the City has a curbside recycling collection program <br />as well as licensing of garbage haulers as a separate function. <br />A number of cities are moving to a system known as organized <br />garbage collection and a number of other cities are licensing <br />their haulers to require them to collect garbage and recycle <br />materials and yard waste. <br />Please find enclosed as part of this packet a study of organized <br />refuse collection prepared by the Metropolitan Council in June of <br />1985. I have pulled the section dealing with the pros and cons <br />from that report for your quick and easy reference. The findings <br />of that report with regard to organized collection are applicable <br />to the City of Mounds View as well. The costs and savings <br />figures, however, would differ due to the size of Mounds View. <br />The idea of licensing garbage haulers to require them to pick up <br />garbage, recyclables, and yard waste is new to the metropolitan <br />area. Currently, a number of the cities, which include Eden <br />Prairie, Eagan and potentially St. Anthony, are using the system <br />of licensing haulers. Please find enclosed Eden Prairie's and <br />St. Anthony's ordinance which addresses the issue of licensing <br />haulers and their responsibility to collect recyclables and yard <br />waste in addition to the regular garbage waste. <br />Please find enclosed for your reference a copy of White Bear <br />Lake's Organized Collection System Contract. <br />Please find enclosed a table outlining what Staff feels are the <br />City's options at this point with regard to solid waste <br />collection in the City of Mounds View. The table outlines pros <br />and cons of each option. <br />Tt ehn. ,ln Y.. ....«.,d that Lhe City Of Mounds View's contract with <br />Ramsey Recycling, Inc. expires on December 31, 1989. The <br />contract does have a renewal clause in it. At this time, Staff <br />is looking for some direction from the City Council as to which <br />route is the desired direction. Obviously, there are details <br />that would need to be worked out with any one of the three <br />options, however, in order to narrow the research, again, we <br />would like some specific direction on how to proceed. <br />MMH/BAC <br />Enclosures <br />
