RESOLUTION NO. 2553 n <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION APPROVING THE CONDITIONAL USE PERMIT REQUEST <br />BY P.M000 OIL COMPANY, 2155 HIGHWAY AVENUE, <br />PLANNING CASE NO. 241-88 <br />WHEREAS, Amoco Oil Company has requested City approval to <br />construct a self-service car wash at 2155 Highway Avenue in the <br />City of Mounds View; and <br />WHEREAS, the development, as proposed, requires a condi- <br />tional use permit and development approval; and <br />WHEREAS, the Planning Commission and City Council have <br />reviewed the following documents regarding this development <br />proposal: <br />1) Site Plan <br />2) Signage Plan <br />WHEREAS, the City Council has determined that the <br />development proposal is in conformance with the requirements of <br />Chapter 40. <br />WHEREAS, the City Council once reviewed and approved the <br />conditional use permit per Resolution No. 2374, adopted on <br />September 26, 1988. <br />NOW, THEREFORE, BE IT RESOLVED that the City Council of <br />the City of Mounds View approves the conditional use permit with <br />the following conditions: <br />1) The facility must, at all times, be in compliance with <br />State Laws and Minnesota Pollution Control Agency <br />Standards for air quality and noise. <br />2) The car wash facility shall include a blower system <br />designed to remove as much water as feasible from the <br />vehicle before it is allowed to exit the facility. <br />This equipment shall operate as a r.)stomer option from <br />April 16 to October 14 and as a mandatory service from <br />October 15 through April 15. <br />3) The conditional use permit and the conditions placed <br />upon it be recorded on the title with the County <br />Recorder's Office. <br />,. 4) The conditions per Development Agreement No. 88-86 are <br />complied with. <br />
